The Section NE-2A Conclave is planned and organized by the Council of Chiefs (COC), representatives from each of the member Lodges of the Section. The COC is lead by the Section Officers - Chief, Vice Chief, and Secretary - under the consultation of the Section Advisers and Staff Adviser. To facilitate the development of Conclave program, the Section Chief appoints a number of youth Conclave Vice Chiefs (CVC) to coordinate various program elements of the Conclave.
Each year, the Conclave is serviced by a member Lodge in the Section, which appoints a youth Conclave Coordinator and adult Conclave Adviser. The Service Lodge is responsible for facilities, meals, logistics, and some program for the Conclave.
